Historical grand strategy game Victoria 3 benefitted a gust of momentum following the launch of its positively-received Charters of Commerce DLC and, with update 1.10’s release date not that far off, Paradox will want to build a streak of wins for its troubled social and economic sim if its ambitions of fulfilling its evergreen potential are to be realized.
Like its predecessors, Victoria 3’s patch 1.10 homes in on specific aspects of gameplay, bringing changes and additions to the culture system, political movements, while also introducing new narrative content and more.

Victoria 3’s patch 1.10 launches at the same time as the National Awakening Immersion Pack, whose release date is slated to occur on September 23, 2025.

Victoria 3 Update 1.10 Content
As far as its content goes, Victoria 3’s patch 1.10 takes aim at the culture system with a particular focus on how nationalism is represented.
The new Subjecthood law becomes available in the Citizenship category, largely determining the acceptance of a pop based on where it lives.
When Victoria 3’s update 1.10 goes live, it will become the default law for both unrecognised powers and certain European countries that have yet to adopt the nation-state model. The law is also limited to monarchies and theocracies and opposed by liberal groups.
Cultural Fervor is a new concept that measures the national spirit of pops, influencing how quickly they assimilate, their liberty desire, alongside their likelihood to radicalize or join cultural movements. In addition, Victoria 3’s patch 1.10 also standardized cultures’ discrimination traits.
“By default, each culture now has two traits – a Language trait and a Heritage trait. These traits are contained within larger Trait Groups,” reads a dev diary dedicated to the culture system changes. “In effect, this means that each culture now has four traits of varying relevance, representing a culture’s closer and more distant relatives.
“Cultures may also gain or lose Tradition traits, which represent traditional ties between cultures and provide bonus Acceptance. For example, the new Eastern German culture – representing Baltic and Volga Germans – possesses the Russosphere trait. The Russosphere trait is shared by Russians, Tatars, and others, meaning that Eastern Germans living in Russia will have much higher Acceptance than their North or South German cousins.”
Political movements are set to receive an intermediate state called Obstinance as a representation of civil disobedience. Furthermore, they will have effects even outside of a country’s borders. Tweaks to journal entries such as Springtime of the Pepoples are also on the way, as are three new culture-specific movements, and the Labour Associations lawgroup, which “pertains to trade unions, guilds, and the legal status thereof.”
